OS i'll assume is Windows, hence the "n00b"..."Toolbar" is most likely the Start Menu bar, since the "Properties" dialog is disabled on it in many school environments. Otherwise the "Toolbar" in question is something in Internet Explorer or something.
All of this to say that...until it's clarified for certain, I have no answers for you. And if it is the Start Menu dialog disabled in a school, chances are it is going to be difficult, if not impossible, to re-enable it without a LOT more information given.

I think he means that right-clicking ont he Start Menu is disabled by the admin. They do this at my school, I'm sure it's just a standard feature of the software that they use to lock down the computers.
That said...I've been incredibly lucky once or twice to log in with administrative priveleges....I wish I could say it was intentional, although I certainly took advantage of the situation. (Got the proxy address and some other configuration information, so that I could use firefox in school) May I ask why you want to get into the start menu properties? I can't see much use to getting in and trying to get around your school's software. And depending on how good it is, it may not be worth the effort for whatever it is that you want to do.

is it ur comp and it happens when u log on 2 the network or is a school comp that is like that all the time. is it a windows network u r logging on 2? u need 2 determine where the policy is coming from (network or local).
